As I read through the section, I get the impression this life cycle factor applies to the membrane and cables – and not to the supporting steel arch structure??? Can anyone more familiar with this code verify whether this is the case? There is also another provision, 4. What would be a typical consideration of this?

Seems logical to me that an increase in applied wind pressure to the structure should be considered as a slack membrane will catch more wind than a tensioned membrane.
